Of all cities in Siberia Barnaul offers the best accommodation. In terms of price / quality it is the best so far we've seen in Russia: you can get a nice, western-renotaved hotel room for two for as low as $20 per night in the city center.
It's better to live near the main street of Barnaul — Prospekt Lenina. All entertainment, restaurants, shops, sightseeing, and infrastructure is concentrated around there. All hotels listed here provide visa registration.

A choice of hotels...There are 4 hotels in Barnaul. The Altai, Zentralnaya, Barnaul and Kolos. While Hotel Barnaul has a kiosk in the lobby and is located across the big square from the railway station, Hotel Altai is on Prospekt Lenina as is Hotal Zentralnaya. All 4 hotels are located downtown. I don't know about qualities and prices as I didn't stay in a hotel.

Hotel Barnaul
A real inturist-like building, typical Soviet interior, and slightly overpriced rooms (from $25 for single, $30 for double). Located just 2-minute walk to the train station.

Hotel Altay
A typical Soviet hotel, but not without a charm : the interior seem to have stayed untouched since USSR fell over, and receiptionists are typical Soviet workers : if you ask them to do something for you, they will quickly put you back at your place, so be careful !Rooms cost $20 for single, $25 for double per night. Situated in an old pink building on the central Lenina Prospekt. Can be recommended for those, who want to experience Soviet hospitality.

Hotel Tsentralnaya
The main hotel in the city, located on the main square of the city, offers quality accommodation for fair prices. Surprisingly, even though the service is good, the staff doesn't seem to be too interested in having you as a guest: if they see that you're better of in another hotel, they will gladly recommend you other places to stay in Barnaul. Prices vary depending on the quality of rooms: the cheapest singles start at $11 / night, cheapest double: $15 / night. The rooms look quite clean and neat, have separate bathroom, toilet, telephone, TV, minibar. The hotel itself is quite big, built in Soviet times. In the same building there's Baskin Robbins ice-cream cafe and a popular nightclub (however, not the best one).

Hotel Rus
This hotel will pleasantly surprise you: it's possible to get a good, almost western-renovated rooms for low prices. There are different categories: "lux" for $30 per nights gets you a two-room apartment with separate toilet, shower and bathroom, cheaper rooms for $15 per night get you a room with one, two or three beds and shower and toilet shared with another room. There are no kitchens in the rooms, but "lux" rooms have mini-bar (extra payment), telephone, TV. Everything is very clean, neat, and pleasing for the eye (as of August 2003). There's a 24-hour cafe serving light meals and drinks in the lobby and you can order laundry services from the administration. Also, the management is not very strict on arrival/departure time: generally you can stay about 24 hours if you pay for one night. Located conveniently just near Lenina Prospekt, close to all restaurants, clubs, and about 15-minute ride to the train station (50R - $1.7 by taxi). In the same building there's a bar and internet cafe, opened 24 hours.
